After completing her undergraduate education at Istanbul University Florence Nightingale School of Nursing, she earned her master's degree in the field of management in hospitals and health institutions at Istanbul University Faculty of Business Administration. Tülay Özer started her professional career as an open cardiovascular surgery intensive care nurse at Florence Nightingale Hospital in 1989, where she worked until 1995. Afterwards, she worked at 3M Healthcare Production Company between 1995-1998 as Marmara Region Product Manager. Between 1999 and 2014, Tülay Özer worked as Operations Manager at EBS Patient Care at Home Ltd. Şti. during which time she gained significant experience in management and operational processes in the field of home patient care. She worked as Communication and Data Officer at Memorial Hizmet Hospital Stroke Center between 2015-2017, and then served in the same position at Medical Park Florya Hospital between 2017-2019. After continuing her career as a Case Manager at Istinye University Liv Hospital Stroke Center (ISUIM) since 2019, she continues her work at Neur-on Clinic within Istinye University Liv Hospital Stroke Center (ISUIM).
